Preheat oven to 350. Heavily spray an 8x8 inch pan with cooking spray. Combine oats, flour, baking soda, and salt in a bowl and set aside.
Cream together butter and sugars until light and fluffy. Mix in vanilla and egg. Stir in chocolate chips.
Add dry ingredients to wet ingredient and mix to combine. Spread mixture into greased pan. Bake 13-15 minutes.
Mix together caramel sauce and flour. Sprinkle chocolate chips over baked bars. Pour caramel mixture over chocolate chips, covering entire bars. Allow to cool completely before cutting. Store in airtight container.
