- 2 teaspoons olive oil
- 3 tablespoons butter
- 3 tablespoons flour
- 2 ½ cups whole milk see note
- ½ teaspoon garlic powder
- 2 cups freshly grated sharp cheddar cheese
- salt and pepper to taste
